Following the reorganization of the national adoption system, the issuance of Adoption Verification Certificate will be administered by the National Center for the Rights of the Child (NCRC), starting July 19, 2025.
Please refer to the following information regarding the application process and required documents.
1. Application Procedure
∙ Submit the required documents via email.
*Please note: Once the adoption case management system is launched (scheduled for December 2025), applications and issuance will be processed through the system.
2. Eligible Applicants
∙ Adoptees and adoptive parents where the adoption was made under the Special Act on Domestic Adoption

① Application for Adoption Verification (1 copy)
② Personal Information Collection and Usage Agreement (1 copy)
③ A copy of the applicant’s ID
(e.g., passport or resident registration card—must include a photo and identification details)
5. Issuance Procedure
Email submission of application → Verification of documents and applicant’s identity → Confirmation of adoption records → Issuance of Adoption Verification Certificate
6. Purpose and Usage of Issuance
The certificate is issued for the purpose of verifying the adoptee’s adoption status and can be used for the following purposes:
① Visa issuance
② Restoration of Nationality
③ Submission to public institutions (e.g., when obtaining certificates such as a Family Relations Certificate through local governments)
→ When applying, please select the applicable purpose of issuance and complete and submit the application form accordingly.
7. Important Notes
∙ Certificates cannot be issued to birth parents or biological family members.
∙ The applicant’s handwritten signature is required in the signature fields of the application form and consent form.
∙ If the adoptee is a minor, the adoptive parent(s) must apply on their behalf.
∙ The certificate will be issued within 7 business days from the date of application.However, if any documents are incomplete, a request for additional submission will be made, and the date of receipt will be re-calculated based on the date of completed submission.
